The possibility of losing the senate exist even if the president don’t sign a TPS, traditionally presidents party loses legislative power in midterm elections, but you are right this is a political game, Republicans know that they cannot face 2016 elections without passing some sort of CIR but they don’t want to give Dems credit for doing that when they know they can pass whatever they want if they control both chambers in the next couple years and to be honest I don’t think it will be a lot different from what TPS offers other than make it permanent, a scary thought.
I don’t think that scenario will help Reps to win an election but Reps are a different kind of breed disconnected with reality.
