You took the other article too literally. The point is Trump is unlikely to restart a program his administration called unconstitutional.

Yeah that article was confusing. First it says Trump can't start a program he already killed. And then it says he can. Lol! Okaaaaay? So which one is it. Personally I think it was misleading.
