I dont know how you got the opposite of what he said. Don't add your own implicit biases, cause they tend to show like the yellow of a formerly white carpet.

How's this for nuance: Even if he were to pull national emergency BS; he'd get shut down in the courts. He knows this because his counsel knows this. So his posturing will be useless, only firing his base. So he'll puss out as he always does.

If he was going to puss out he would've done so by now, however the stakes are so high, that him pussing out is solely your wet dream. Trump pussing out now would do damage to his base. The whole national emergency doesn't have to work, he just wants to save face, that way Republicans can vote to open up the government and when it doesn't hold up in court he can just blame Democrats and the courts, end of story
