This is the same thing with the tariffs and seems like how he negotiates.

Give me x or this bad thing will happen, with an implication that when these bad things happen, you're at least partially at fault.

I really hope that something bipartisan come out of this and Miller isn't involved.

Yeah this negotiation tactic doesn't always work and has shown to not work in Congress. The most recent partial government shutdown is the longest in history. He got nothing out of it and just declared national emergency at the end anyway. It hurt a lot of government contractors and workers.

I hope this is actually an attempt at bipartisan solution, not just a give me what I want or I make bad things happen. If he fully left the issue to congress and just say I'll sign what congress passes without influencing them, I think something can be done.
