Will there be an interview process for the RPI process? So after 5 years if the Dreamer has completed the education requirements than than the RPI Dreamer may apply for the permanent GC and US Citizenship at the same time?

RPI (interviews could happen) -> Permanent Green Card (money and actual blood) -> Citizenship (mo money and interview).

its the same thing with this New CIR, even if you have 4 or 6. it won't make the process any faster, you still have to wait 5 years
