I think the Democrats have expressed repeatedly that they would attach it to the spending bill too many times not to have the balls to. They’d look as clueless and incapable as the Republicans. Keep in mind that they might be wanting to take credit for its passage instead of Republicans. This is their chance.

So if they attach it to a 'must pass' bill such as the spending bill and republicans try to stop it, this will trigger a stalemate and a government shut down correct?

yes the moderate majority of the GOP need Dem votes because the far right wont vote for any spending bills that would raise the debt ceiling and increase the 20trillion debt.

hes sort of right.. the house has 244 GOP members and 31 Freedom Caucus members.

244 - 31 freedom caucus members = 213. 5 short of 218.

unless there are things behind the scenes we dont know, like they convinced some freedom caucus members to vote for it, then he is right that they have the 218 votes for daca.

its probably a conservative DACA relief tho. then it has to be worked out with the Senate version through committee.
