Well it DID take one man to give us what we all have now, so it kinda makes sense that it can also take ONE man to take it all away. What needs to happen is taking the entire committee to turn this into a law to solidify anything.

One only has to read in+between the lines concerning this. He is seeking delay for a solution. Think about it, he has been quite the decisive President despite the rhetoric. There is something convincing enough that even such a decisive President does not know how to act.
