FGCU refuses to give in-state tuition to DACA students. And I think for Edison you have to be independent to get instate, I'm not positive on that.

If you are under 24, you can claim yourself as an "independent" if you have a job and file your own taxes. I believe you have to make over $9,000 a year at least.

I don't think you can get a new diploma. Try scanning your original diploma and then print it out.
