His claim (and thus the placement of injunction) that the administration didn't follow procedures for notifying the public and collecting comment when changing the interpretations of rules is invalid...

I can't find a legit article that I can post here, but it seems Hanen declines to rule until another hearing set on 3/19 regarding 100,000 DACA applications with 3-year extension.
