Well, ILRC is going to elevate our case for the second time.

I heard back from my unhelpful Congress' office that it's in pending background check, just like my service request indicated 2 weeks...

You will not need anything like that to apply for a DL. They passed AB-60 in California. Illegal immigrants can get licenses.
