Plan for at minimum 3 weeks.

After you take, and pass, your knowledge test (computer test).
They will not allow you to set up an appointment for the behind the wheel (actual driving test) until you have shown proper proof of Washington State residence.

Once you have arrived at the Washington state address you will be staying at you must sign up for a utility (such as Comcast Cable), over the phone or online using your Individual Tax Id Number (ITIN) instead of Social Security #. After you sign up for the utility the company will give you an appointment for installation (usually takes a week from the time you sign up). The day they install the utility they will give you a receipt showing you had the service installed. The receipt will have your name and the address-where-you-got-the-service-installed-at on it. After passing the knowledge test, or the day of it, you take this receipt and use it as your proof of washington state residence, there is typically a 7-10 day wait for a behind the wheel test appointment. At the behind the wheel test date just bring your foreign passport as proof of identity, and make sure you bring a car that is registered and insured in the state of Washington (the name on the car or insurance does not matter, as long as it is valid). If all goes well you will have your picture taken and be issued a temporary Washington State Drivers License (paper version) and have the real thing mailed to you within 1-2 weeks.
*Make sure you have your name clearly written on your mailbox or they may not deliver the letter containing your License.

Point of this Response - Absolute best case scenario you are looking at 2 weeks, so plan for 3 weeks to a month:
+1 week or more for the utility to be installed and receiving your proof of WA state residence,
+1 week or more wait for a behind the wheel appointment, after passing your knowledge test.

Illegal or legal, anyone can obtain an ITIN.

For people "with the $$$" but who are having trouble finding a place, I would advise to bring a legal friend/relative along, find a place as a group of two, then just have them get the place under their name.

I know anyone can get an ITIN. The reason I am asking is cause I dont have 3 months to wait for my ITIN to come in and then go get my license.

Has anyone got utilities without an ITIN before?

Foreign passport — A valid foreign passport with a valid and stamped U.S. Customs and Border Protection (USCBP) entry form I-94/I94W or Temporary I-551 ADIT stamp.

Was the I-94/stamp part just added recently? For someone with a valid NY DL and valid passport with no visa, can they both be used as A-list items?
