adding the age cap at 35 was a compromise when republicans complained that it covered too many people, they also added the military requirement. I think the 2007 version did not have that requirement.

and it does matter what age you are when you apply, if you are 32 and the cap was 30 but you completed college when you were 24, then you can't apply because you did not apply before you were 30.

If you have a 4 year degree, it does not matter what age you are. You can be 40 and still qualify.
