I think because Comprehensive Immigration Reform may seek to impose varying requirements on the varying groups of undocumented immigrants. For instance, fines may have to be paid by those who worked illegally in order to pay back taxes. Yet, other immigrants, such as my parents, work legally and pay taxes as they have social security numbers, etc. etc.

Similarly, the DREAM Act may be a provision of the overall CIR legislation to address the student portion of the undocumented immigrant crowd.

Meh.

Whether a Republican or a Democrat, a politician will more often than not vote for what is in their own best interest. If you want the Dream to pass, do not lie and wait for it to do so. This is a matter of civil rights. And no matter what the retractors or the bigots do or say in an attempt to keep the status quo, those who fight for what is right do prevail. Dream will pass, it's only a matter of time.
