I think it has been answered in the thread but I'm worried about it too. I think the bill also points out what falls under the category for higher education. We just have to read through it thoroughly. I know I have to.

We are still a long way from the final vote. The bill scheduled for a mark up around second or third week of May right after Congress comes from their next recess. After the mark up I believe it will be voted on in the judiciary committee after which it will move to the Senate floor. I don't think this bill will pass before July.

You can't find it in there because it makes an external reference to a section of USC Title 20, example.
