actually passport info is on part 2 which is for BOTH initial and renewal request

Yep, I submitted it too.

The way it is worded, it seems you must send it in (if you had one to begin with), for whatever reason.

So best not to take a chance I suppose. Worse case, they don't really need it and they just file it away as a double copy or trash it.

I am confused by this statement on the form i-821d instructions:

NOTE: if U.S. immigration and customs enforcement (ICE) initially deferred action in your case and you are seeking a Renewal, you must file FORM I-821D and select and complete Item Number 2. in Part 1. of Form I-821D. You must also respond to ALL subsequent questions on the form. You must also submit documentation to establish how you satisfy the guidelines as if you were filing an Initial request for consideration of deferred action.

Anyone care to explain? feels like we have to follow the same format we did on the initial process.

No, that is for ICE deferrals.

We were deferred by USCIS

The way this is worded it sounds like those who were approved under ICE deferral would have to submit all relevant paperwork to USCIS as if it is the first time filing.

VeryNicePerson1 is correct, if you weren't deferred by ICE this is isn't relevant to your case.
