I don't think there is any chance that it will ever even come close to a win this year but I'll take it.

Yes. I think it could be in the lame duck session.

Remember, DA once failed in 2010 in lame duck.

If votes exist how long would it take for this to become law?

With the SC 4-4 split this becomes so much more important for the original DACA which still has an uncertain future.

What about if we do secure it? Not necessarily to stop immigration but to stop drug and human trafficking.

Is this something hard to accomplish between Republicans and Democrats ?

It is all politics. If one party makes a move, the other will cry fowl. Nothing happens unless there is a catalyst involved to tip the balances. Look at the whole Orlando shooting mess, no one was going to lift a finger until Orlando happened; now everyone is concerned about gun control. I know it sounds harsh and inhuman to say this but sadly this is how politics are played.

Now with the reintroduction of this Dream Act, it is going to be imperative for both sides to look nice toward immigrants. This new dream act has a really good chance of passing during the lame duck session, whether either candidate wins.

It is a very messed up world, but don't loose faith, the night is darkest just before dawn.
