Yes, because without the support, USC will suffer hardship because of
  • Disruption of a current program
and if USC has to move with you to a different country,
  • Loss of opportunity for higher education
  • Lower quality or limited scope of education options
  • Requirement to be educated in a foreign language or culture with ensuring loss of time or grade
  • Availability of special requirements, such as training programs or internships in specific fields

FYI, there is a guideline USCIS published for how they determine extreme hardship cases.

It is worth a try though if that is the last resort option.
