That's not how politics work.. you start off with a broad range so you can negotiate to a much more smaller group that will end up qualifying.

With the pending Texas decision this is going to become a big issue and the DREAM act vote will get put to the forefront of the nation. will the Dems bite and vote for more enforcement $$ in exchange for Dream Act passing?
