This is because "Deferred action" is a quasi-status.It really is just DHS promising that they won't try to remove you during the validity of the period of "Deferred action".

A SSN number and Valid State ID/DL doesn't prove immigration status!

Yeah just like Ianus said. The ID and social don't make you legal. My family came to Arizona in 1994, that was my parents, two brothers and one sister and myself. Everybody except me (underage) was able to get an ID even here in Arizona because you didn't need a social to get one back then, I think they just showed their passports. So my family was able drive and use the ID without being here legally. They didn't have socials though BUT if they had come to the U.S. back in the 70's and maybe early 80's it was terribly easy to get a social. I have an aunt that lived in the U.S. a long time ago that has a social but has never used it and I also have a friend that lived here when she was a kid back in the 70's I think and then she went back to Mexico. Both of them have socials under their name BUT they are not legal. I have no idea how the social comes up in immigration systems but they don't technically have legal status because they are not citizens or even permanent residents. Social security numbers were given out so easily back then. My aunt has never really lived in the U.S. so it doesn't even phase her but my friend is terrified of immigration or doing anything to get attention. She lives in the shadows even though she has a social and a driver's license. She also has a good paying job which she would love to leave because she doesn't like her coworkers but she is afraid to because of her status. But overall she has the basic benefits that we Dreamers yearn for and this is in Arizona of all places.
