Tijuana, Mexico is not a US territory, Puerto Rico is. So your analogy fails in this example.

Does anyone know of anyone traveling to PR and coming back, what did they ask upon returning?

Travel to Puerto Rico is considered to be a local affair as it is a US territory.The issue with undocumented traveling to Puerto Rico is that there is a very large CBP presence there due to it being an international airport,a staging ground for drugs and illegal immigration to the US mainland and a main entry point from South America and the Caribbean.There are CBP officers monitoring,on occasion,flights leaving from Puerto Rico to the US mainland thus where the issue comes in sometimes[for undocumented].If you have an EAD specifically I see no issue in flying for a vacation there.I'd still be hesitant on traveling to USVI with just an EAD though since you have to connect through Puerto Rico first and would not want to be recognized as an international flier with an EAD marked 'Not valid for reentry' upon any return through PR again.

My friends(US citizens) went to Puerto Rico this summer, they asked me to go and I said no, I didn't want to take my chances. But they said that the flight there and back were both domestic flights, meaning that didn't have to go through US customs or any type of immigration. None of them had passports and only brought their Driver's License. Even knowing this information I still wouldn't risk it. Why? Well lets say someone has a heart attack and they have to land at the closest airport, say like in another country. Then I'm afraid that the flight may become an international flight at that point, hence you need proof of legal presence on the way back. I say this only because when I went to New Orleans from New York two years ago, someone was having heart problems and we made an emergency landing in Birmingham,Alabama. So it can happen.

Border patrol emailed me with a response in reference to travel. They suggested I carry the I-821 deferred action approval and EAD. I wanted to go to San Diego from LA and i think there is a checkpoint. So at the checkpoint you have to show ead and I-821 approval. See ya

What about traveling to PR though? Can we return to the continental USA with EAD and I821 approval letter?
