Not just AG industry. I live in the SF Bay Area. I can tell you this much from what I see around me - the service industry (especially the restaurant businesses) will come to a screeching halt if E-Verify is made mandatory. There is no 3 year provision for the service industry as it does for the agricultural industry. In this economic condition, I doubt E-Verify will see the daylight unless CIR is attached to it (not just DA, because Ag and services industry workers who are undocumented, unlikely to benefit from DA)

No, no. They want to pass CIR. They'd rather the DA not pass alone...annoyingly.

Either way, it works. DA would be part of CIR anyway. Even CIR without DA is good for the Dreamers.

It is, but if the DA can get passed earlier and even facilitate the passage of CIR, it doesn't make sense to go in favor of a massive sausage it can't possibly shove down everyone's throat.
