The present issue is that lower tear wages have been stagnant for decades due to several policies, a raise in minimum wage is a necessity, specially now that the economy is about to get hit with inflation to the lower end consumer goods that have stayed out of price raises thanks to globalization and corporate welfare. I personally would benefit from lower wages, but I don't think it would be good for the economy and political outlook of the US.

Bills passed by the house in the previous congress do not have to go through committee. It's a house rule I think .

the Dream Act 2019-2020 passed in the last Congress i believe, thats why they trying to do.

The 2019 Dream Act would be a great bill, plenty of good press behind it. The Democrats need to get it done, let's hope they don't bent the knee to the Republicans again.
