Obama picks scholars to develop immigration plan

It seems Obama has chosen who will be crafting his policy on immigration.

President-elect Barack Obama on Wednesday announced several “policy working groups” of experts to help craft proposals on various topics.

On immigration, he picked Alexander Aleinikoff, dean of the Georgetown University Law Center and Mariano-Florentino Cuellar, a professor at Stanford Law School.


Here are excerpts of their bios, sent out by the Obama transition team:

Aleinikoff has been dean of the Georgetown University Law Center and executive vice president of Georgetown University since July 2004. He has been a member of the Georgetown faculty since 1997. He served as general counsel and executive associate commissioner for programs at the Immigration and Naturalization Service for several years during the Clinton Administration. From 1997 to 2004, he was a senior associate at the Migration Policy Institute. He has written widely on immigration, refugee and citizenship law and constitutional law.

Cuellar is professor at Stanford Law School. His work focuses on how organizations manage complex regulatory, migration, international security, and criminal justice problems. During the Clinton Administration, he served at Treasury as senior advisor to the Under Secretary for Enforcement, where he worked on countering domestic and international financial crime, improving border coordination, and enhancing anti-corruption measures. He has served on the boards of numerous organizations. He has testified before Congress on immigration policy and separation of powers.

Since this Professor was a member of the Migration Policy Institute they have consistently proposed Legalization as part of the solution to the current problem of Immigration.Here is what he had to say concerning Regularization in this .pdf.

A number of legalization strategies can be identified:
• an amnesty for long-term undocumented immi-
grants who entered the United States before a cho-
sen date (the 1986 approach);
• a “rolling statute of limitations,” granting status to
immigrants who have been in the United States for
a certain term of years (similar to “cancellation of
removal” under the Immigration and Nationality
Act (INA));
• “earned amnesty”for migrants who have worked in
particular industries for a term of years—either
granting the green cards now or after continued
work in the industry
• the “245(i)” solution—a provision of the INA that
permitted undocumented immigrants in the U.S.
with legal avenues of family immigration (e.g.,
marriage to a U.S. citizen) to pay a $1000 “fine”
and be granted status;
• granting temporary worker status to immigrants
now illegally employed in the United States (the
Bush proposal);
• granting temporary worker status with the possibil-
ity of obtaining a green card after a number of years
(the McCain/Kennedy approach)

Sounds like a fair plan that could appeal to most senators. I'm not worried about the House because the majority usually gets whatever the majority wants. I think we have a good chance at reform during Obama's first term if he chooses good-minded people like the ones you mentioned.

Ianus, I know this is speculating..but based on what we've heard so far..
do you think that Obama will be bringing up DA first or the CIR?

Theres really no way of telling..but if either one gets passed we're still in good shape..If CIR passes it is natural that DREAM will be attached. DREAM has a better chance of passing alone, but I think I speak for everyone here when I say I'll take it however I can get it.
