Actually the specifics of CIR this time around haven't been released. But previous versions had people leaving the county and coming back through a guest worker program. I don't think they'll allow...

Well, most likely under CIR there will be certain requirements, such as a fee that we won't have to pay if DREAM passes.

My guess is that Durbin would love to see it pass as a stand alone, but Senator Reid is the majority leader and can pull any bill out of committee and bring it up for vote. I don't know if he would...
