It should be like following, I got Interim on my paper and got a 4 years+ DL after 6 days.
Interim = Full Term DL
Temporary = 2 years DL

I don't think its USCIS fault to not to do first come first out, most of us got our legs pulled at the Background checke part which USCIS can't do anything until it's done.
