You don’t need a waiver if you had DACA before you turned 18.

You don't need a waiver if you had DACA before you turned 18 AND have had DACA consistently until now, without letting it lapse for more than 6 or 12 months.

Considering COVID, and how backed up embassies are at the moment, it is highly unlikely you'll get an interview anytime soon. I hope you're not from Mexico, because the embassy there is the worst. I've been waiting for an interview appointment for the embassy in Mexico since Nov 2019. Back then they were 12 months behind but now they're like 18 months behind, and every day they stay closed they get further behind.
How long has it been since your case was sent from NVC to the embassy? My wife's mother's case was just sent to the NVC and we received her login info email today. I'm wondering how long it will be after we upload all docs for an interview to be scheduled.

My wife and I completed all the steps with the NVC back in November 2019. Unfortunately, our case is still with the NVC and will not be sent to the embassy until there is an appointment scheduled.

The way it works is, the embassy lets the NVC know when it has time slots available. From there, the NVC picks people from the list, assigns them a time slot, and sends their documents to the embassy.

Right before the CDJ embassy closed, they were working on cases completed at the NVC from April/May 2019. So... Yeah, wait time is long.

So the embassy in Juarez is currently closed for interviews?

Mostly closed, they're open for certain non-immigrant visa interviews and emergency cases.
