Mijo, the parliamentarian ONLY recommends what he/she thinks should happen which does not necessarily mean it’s a binding. That means the democrats and Vice President do not have to accept her recommendation. They can overrule her even if she says citizenship shouldn’t be included in the final bill.

Just had to mention that since everyone assumed her ruling really matters.
