I'm not sure your terminology is correct. I think you mean that it was approved in January 1998 after being filed back in 1996, in which case your priority date is the date the petition was filed. If...

As long as the petition was filed before you turned 21, you're OK. Your "CSPA age" will be calculated by subtracting the amount of time between original filing and petition approval, which is delayed...

Just so people aren't confused, these are processing times, which is basically how long it takes for the USCIS office to finally get to read your sponsor application from the time they received it...
