Its gonna happen. GOP has a shrinking demographic they have not won the popular vote since 1988. The GOP is all but dead already. They have to gain ground wherever they can.

DREAM Act will definitely pass in 2013. CIR will pass eventually because Republicans can feel the pressure mounting. They do not want to be on the wrong side of this issue.
