They should make an exception for children but I don't think they'll end the lifetime ban for the USC claim. The fake ssn isn't that big of a deal.

If he entered without inspection and isn't grandfathered under 245i, yes.
He'll have to go through Consular Processing and he'll need the i-601 Waiver of Ground of Inadmissibility for the 10 year...

Well, anyone can be called for an interview so it can be you or your dad/both/neither.

Unlike the I-130, each person has to file their own I-485 so each person has to pay the penalty fee and all...

Yes, he is qualified under 245i (you too). The priority date is the most important date for 245i. He just needs to show proof of presence for Dec. 2000.

You might/should be able to adjust with him...
