What makes a hs transcript "certified"?

Reading the dreamrelief.org site it says we need certified transcripts and reading online I kinda got some mixed answers. Does the thing have to be sealed? I have mine stamped and signed which...

Not to mention some states make you get a permit first, and wait 6 months before getting a license :cry:

And you also wouldn't want to risk driving without a licensed driver in the passenger's...

Will the HS transcript be enough to prove residency? Would I need to ask my school for report cards or some attendance records or something else? I'm really not sure

We have to wait 2 months for forms, then apply for deferred action and possibly wait 2-3 months, and then wait another 2-3 months for employment authorization, don't we? That would make it early next...

edit: apparently there's also a big difference made between some postgraduate education and 4 years of education, and even ignoring that...
