That’s not true. The parliamentarian ruling was regarding a reconciliation bill that passes under special rules and procedures. Attaching any DACA bill to an omnibus (not the NDAA) is the best bet.

If anything passes it will probably be in the omnibus along with everything else that needs to pass (debt ceiling) so it gets lost in the year-end noise.
